Pleasant Hill Board of Directors
The Pleasant Hill Rural Fire Protection District is led by an elected Board of Directors who guide District direction by setting policies, providing financial oversight and overseeing the Chief.
The Board meets monthly in public meetings at 6:30 pm at the Goshen Fire Station, to approve financials, develop policy and address department issues. An Oversight Group meets on as as-needed or quarterly basis to discuss the cooperative services offered as part of an Intergovernmental Agreement in which shared services are provided via Goshen Fire District. The meetings are open to the public and public input and participation is welcomed.

Board Meeting Minutes
Pleasant Hill Fire District is on a July 1 - June 30, Fiscal Year Budget. The budget process begins annually in May at which time a Budget Committee is selected and works with the Chief to develop the upcoming fiscal year budget. This budget is ultimately approved and submitted by the Board of Directors. Budget development is a public process and community participation is welcomed. The Pleasant Hill Fire District's operations are guided by a set of Board adopted Policies and Procedures. These policies are currently undergoing full review and updates.
The Board operates under the Robert's Rules of Order in accordance with Oregon Revised Statues. The District is committed to compliance with Oregon Public Meetings Laws.
BOARD MEMBERS 2022-2023
My wife and I have lived in the Pleasant Hill area for 11 years where we raise cattle and hay on our ranch. I retired from the City of Eugene Wastewater Division in 2019 with 30 years of service and was very fortunate to have had the opportunity to serve as supervisor of the Facilities Maintenance, Equipment/Pump Station Maintenance, and Electrical/Instrumentation sections during this time with the last several years as Maintenance Manager. I have served on two elected boards previously, Upper Willamette Soil and Water Conservation District and Bartlet Township Board of Directors (North Dakota) and was appointed to the Bethel School District Budget Committee and the Lane County Livestock Association. We enjoy fishing, Eastern Oregon and family.

As a 30 Year resident of Pleasant Hill, my wife Cathy and I have raised our 4 sons here and have been vested in the area. Long standing members of Pleasant Hill Baptist Church, we feel that involvement builds strong communities. My goal as board member is to represent the voices of our voters here and the surrounding areas. I also aim to work with the Fire District to provide the best services and streamline the effectiveness of the combined districts.
I was born in Eugene, OR, I have lived in California, Arkansas, Texas, Virginia, Mississippi, and now, back in Oregon. I Graduated from Willamette High School in 1984, and two years later enlisted in the U.S. Navy for 6 years. After discharging from the Navy, I met my wife Carol of 28 years in Eugene and moved to Central Oregon for 13 years while going through the Electrical Apprentiship, and then becoming a licensed Electrician. After several years of construction work, I was appointed a position with the U.S. Army Corps of Engineers at Lookout Point Dam in Lowell, OR. After 17 years with the Corps' WVP (Willamette Valley Projects), I was appointed the Northwestern Regional Information System Security Manager (ISSM-R) with the UCIC (USACE Critical Infrastructure and Cybersecurity) based in Branson, MO, although I still live and work in Pleasant Hill, OR.
